TROY, N.Y. (NEWS10) -- The American Red Cross is helping 10 people after a fire on Spring Avenue. The fire took place at a home just after 1 p.m. Monday. The agreement is with Saint Gobain Performance Plastics and Honeywell to fund and construct a new water system in the village. The Denver City Council tweaked a new law aimed at giving police and parking enforcement officials more power to ticket and impound RVs, trailers, semis and damaged or abandoned “junker” vehicles on city streets on Monday.The last-second adjustment, put forth by Councilman Paul Kashmann, requires city officials to provide an additional 48 hours of notice before a vehicle is impounded if they believe that people are living in that vehicle or using it for short-term shelter. At least one person is dead following a shooting that happened at a busy intersection in Del Rey Monday afternoon.It happened around 12:15 p.m., near the intersection of the 90 Freeway and Lincoln Boulevard, according to the Los Angeles Police Department.Video from Sky5 showed a dark-colored Volkswagen sedan parked in the roadway with a white investigation tent partially covering the vehicle. Those tents are often seen at the site of homicides. Several cars damaged in Woodland Hills road-rage incident (video) Details are limited at this time, but police confirmed that one person was killed.The suspect in the shooting was believed to be driving a black four-door Kia that was last seen driving northbound on Lincoln Boulevard. A former special agent with Homeland Security Investigations (HSI) from Riverside was sentenced to life in federal prison for sexually assaulting two women and using his law enforcement position to prevent them from reporting his violent crimes, authorities announced Monday. The former federal agent, 48-year-old John Jacob Olivas, started his government career in 2007, working in Immigration and Customs Enforcement. He later moved to HSI but resigned in 2015 after working for the agency for just over six years, according to a news release from the United States Department of Justice. Authorities said Olivas sexually assaulted the two victims while he was a federal agent. In Jan. 2012, the 48-year-old attempted to rape a woman, telling her that police would not respond to any reports she made because he was “above a cop,” “untouchable” and “invisible” as a federal agent, the release stated.
